Life on the rocky crags of the hills of southwestern Asia Minor can be a precious experience, with ground good enough for grazing, and not for growing the crops that can feed and sustain refined ways of living. What cannot be obtained by mining or foraging must be obtained either through trading, piracy, or both in the world of Hammurabi.

As a result, the Lukka, like the Egyptians and Minoans, are a faction which is strong on in the early game with its infantry and navy. With the hard-hitting but weak Anatolian mercenary pool, and their advanced light ships, the Lukka are best used on maps with lots of water, where their superior light ships work well, and the Anatolian mercenaries - the Shepherds, Slingers and Axemen - can be used in vast numbers to inflict death and dismemberment on enemies where land is scarce and easily defended by those who hit the hardest. Equally, the ability to spawn Roundships for free with each new Dock built also helps the Lukka well, where they can amass a superior blue-water fleet in record time. Otherwise, however, the Lukka are weak, having to depend on their knowledge of the land and their ability to trade and scrounge for more resources from Ruins to compensate for their lack of late-game units.
